Get a room-by-room description of what will be finished. Partitions, toilets, ceilings, lighting and utility connections may sit outside a price described simply as an office shell.
Work from the outside inward
List site work, foundation, structure and enclosure. Add windows, entrances and the desired exterior finish. Then describe partitions, ceilings, flooring, restrooms and shared spaces. Ask which elements are included in the base contract and which depend on later selections.
Mechanical, electrical, communications and security systems deserve separate lines. A building ready for those systems is different from one with them installed and operating. Identify who coordinates design, installation and handover.
Keep furniture and business equipment visible
Desks, meeting technology, storage and specialist equipment may sit outside the construction contract while still affecting the layout and service requirements. Provide the relevant schedules to the design team early. Clarify which supplier handles mounting, connections and setup.
If occupancy will happen in stages, ask what must be complete for each intended stage and have the appropriate professionals review the plan. Do not assume an unfinished portion can simply be ignored.
Compare the same endpoint
Use a scope matrix that marks included, excluded, allowance and unresolved items. Record responsibility for approvals, commissioning, cleaning and documentation. A clear endpoint makes differences between bids understandable.
