Declare: "I will spend N ms on habit X between epoch_start_ms and epoch_end_ms, staking S tokens." Settlement is deterministic — anyone can call /coherence/bonds/settle when the window ends.

Bond settlement re-derives actual on-habit duration from the historical attention graph at the bond's epoch_end_ms. Satisfied → stake returns (plus counter-bond winnings if any). Defaulted → stake forfeit (split among counters if any, otherwise to treasury).
