Replace partSize policy

Source size stays in metres and follows the part centre. Fitted geometry resizes with the vehicle controls. Wheel and rim imports align the CAD revolution axis with the axle. A body already in the vehicle frame (ground at zero, centred across, midway between the axles), such as an imported crash-test body, keeps its own position, and the design's shell boxes step aside for it.
