The "future delivery" clause is load-bearing and is the reason this row is a question for a van that hands the buyer a shirt on the spot from a private lot — that may fall outside the definition. Do not assume either way: ask the Business License Division at (865) 215-2392. FEES, verbatim: "The non-refundable fee for the Solicitor License is $55 per thirty (30) day period per applicant, except the fee will be $5 if the applicant represents a Knox County business that has an established physical location in Knox County", and the page also states Knox County businesses with an established physical location in Knox County are exempt from the permit fee required by section 12-29(b) of the Knox County Code. A $15 background check fee and a Background Check Form go to the Sheriff's office at 400 Main St first; the clerk's counter for the licence itself is 300 Main St Suite 226. RESTRICTIONS that bite a parked van: no solicitor or peddler "shall be permitted to set up and operate a booth or stand on any street or sidewalk, or in any other public area within the county", nor stand near an entrance in a way that impedes traffic, nor call attention by crying out, horn or bell (a street barker may during recognised parade or festival days). The 14-day lead time is an estimate covering the background check, not a published figure.
