A campaign spends one chapter's accounts on one target set, along the warmest paths the follow graph holds: like a bridge who already follows us, ask someone we know for an intro, follow a bridge, follow the target. A run queues those steps as drafts under every budget that already applies, and nothing is sent until a person approves a draft on the campaign's page.
