Social accounts

Every account the runtime may one day act as, grouped by the chapter its handle names. A row says how far up the automation ladder it sits, whether the login is proven, where it is on the warm-up ramp, what it has spent today against each verb's cap, and how many drafts wait for a human. Nothing here acts: a rung moves with Social.AccountPolicySet, and a draft is decided on the campaign page that queued it.
