notesRead 2026-09-18. City Code sections 16-366 et seq., quoted by the city: "Pedestrian vending permit for sales conducted on City sidewalks during special events (designated by the City) is required of each individual peddler ($25 permit fee for each person each day). Seller cannot be stationary, but must remain mobile, except during sales transactions." No renewal period is recorded because the permit is per person per day, not a term licence — the city's Application for Pedestrian Vendor Permit(s) states "A separate permit is required for each vendor for each day" and "$25.00 per permit if purchased before event at the Revenue Office". THE PREREQUISITE IS A DISJUNCTION the catalog cannot express: that application states "A pedestrian vendor must have a business license issued by a local government in Tennessee or must purchase a transient vendor's license here" — knoxville-transient-vendor-license satisfies it just as well as the city business licence named in the prerequisites field. There is also an event-wide alternative: "An entire event may be licensed and individual vendors will not have to be licensed. If the event is handled this way, each vendor will be required to pay $1.00 per day, which will be remitted to the City by the event organizer or sponsor that holds the license" — ask the organiser which way their event is licensed before buying per-day permits. Enforcement, verbatim: a warning first, then "Citation to City Court if license(s) are not purchased", with each unheeded warning a separate offence and possible "attachment and confiscation of goods offered for sale". A copy of the business or transient vendor's licence and the pedestrian vendor's permit must be with the seller during the event. Note this permit governs CITY SIDEWALKS; a van on private property is the knoxville-outdoor-display-zoning row instead.
