notesRead 2026-09-18 off the Office of Special Events' own Event Guide. The 90-day lead time on this row is PUBLISHED, not estimated: "A Special Events Application is required by the Office of Special Events at least 90 days prior to the event date", and the same 90 days applies to a sound-system application and to a route using city streets or sidewalks (a road race, run or walk must be approved by the Chief of Police). Also verbatim: "Insurance is required for any event on City of Knoxville property", with the City named as additional insured and the endorsement attached; "Acceptance of your Special Event Application by the Office of Special Events is neither a guarantee of the date" nor of the permit, and organisers must not advertise or collect registration fees before the permit issues; and on vendors, "vendors may sell items, but there can be no charge for admission or activities", with event sponsors retaining the right to approve vendors and regulate commercial activity inside the event. WHO FILES IT MATTERS: this is the ORGANISER's permit. When the van is a vendor at someone else's festival the organiser holds it, and the vendor's own obligations are the licence rows (knoxville-transient-vendor-license or the business licences) plus the per-day pedestrian vending permit — confirm with the organiser rather than filing a duplicate. No permit fee is recorded: the guide's fee schedule covers service and reservation charges (for example a non-refundable Suttree Landing Festival Lawn reservation of $500, power at $1,000 per day for some configurations, a contracted sound engineer at $800 for the first six hours plus $100/hr after) and no application fee was stated. Contact: Office of Special Events, (865) 215-4248.
